Regarding a flat-7 UP to 1, if I read you right, that would indeed be a change of the classic rules. I presume you're describing what could well be a rendition of a 7:4 in a 4:5:6:7 going up to 2:1? What sort of harmonic progression would such a melodic movement be part of? Sounds like that one would be fun to play with.
