Yes no problem, so long as the moon orbits a fair way beyond the double planet. Just has circular orbits around its c of g.

Pluto is like this essentially.  Pluto and Charon are a double moon, and the distant satellites orbit them both.



Also many binary stars have planets around them.


BTW if the two are tidally locked, no tidal effects. Just permanently distorted land and ocean.
