Is there any set of circumstances that could lead to the moon having an orbit which brings it twice as close to earth at the closest point,(perigee) and twice as far away at furthest(apogee)? (data needed for a story)

You could do it with mega-engineering. Given many thousands or perhaps millions of years for the project I expect you could do it with the method suggested here:
Let's Lift The Earth!
Or through repeated flybys of a "gravity tractor" giant asteroid.
